The property that houses this resort started as a private game reserve for Willard Rockwell, a successful entrepreneur and businessman, in 1968. It was called the Nemacolin Trails Hunting Reserve and included an airport, hunting lodge, and a golf course. Two lakes and a creek were eventually added and the creek was stocked as a trout fishing stream. After that, the hotel publicly opened as Nemacolin Inn in 1970.
By the end of the 1980s, the complex grew to over 400 acres. It included a hotel and a nine-hole golf course that was at risk of bankruptcy. As a result, Joseph Hardy bought the property at auction and reopened it as a resort and hotel. Later on, Hardy continued to expand the footprint to 2,000 acres and improved the resort property.
Later in 2002, the hotel transferred ownership to Hardy?s daughter, Maggie Hardy Magerko. Within six years, the resort had the most substantial wine cellar in the entire state with a collection spanning nearly 17,000 bottles.The Opening Of The Casino

Though trade tensions might dampen spending, the opening of the Hong Kong-Zhuhai-Macau Bridge — which connects the two special administrative regions and Guangdong province — and the continuous growth in mainland affluence, will boost Macau’s development, said Galaxy Entertainment Chairman Lui Che-woo. Lui is the city’s third-richest man with a fortune of 19 billion yuan ($2.7 billion) in 2018, according to Forbes.

The Ocean Village Marina is one of three marinas in the British Overseas Territory of Gibraltar, at the southern end of the Iberian Peninsula. Gibraltar has three marinas: Marina Bay, Ocean Village Marina, and Queensway Quay Marina.[1] Ocean Village Marina is located on Gibraltar’s Westside, outside the northern end of Gibraltar Harbour, in the Bay of Gibraltar, next to the airport runway.[2] It is adjacent to Marina Bay which is just to its north.[3] The marina forms part of the Ocean Village Project or Ocean Village Marina Complex, often referred to as just Ocean Village.[4] Ocean Village Marina is the former Sheppard’s Marina or Sheppard’s Yard.[5] Both Marina Bay and Ocean Village Marina have been incorporated into Ocean Village, between the North Mole and the airport runway.[4][6] The strategic location of the marina offers protection from moisture-laden Levanter winds.[7]History[edit]Ocean Village Marina, Gibraltar
Ocean Village Marina was formerly Sheppard’s Marina, owned by H. Sheppard & Co.[8] By 2004, the marina had been sold to Ocean Village Investments Ltd and demolition had commenced.[9] The marina retained its original name, at least informally, for several years after the sale. The sale of Sheppard’s Marina was not without controversy, as some residents of the marina were eventually evicted from their berths by the new owners.[10] After Ocean Village Investments acquired the adjacent Marina Bay in 2006, both marinas were incorporated into Ocean Village, a resort with residential, retail, and leisure facilities.[11]
On 4 June 2012, the Ocean Village Marina hosted 161 vessels which formed the Gibraltar Diamond Jubilee Flotilla, celebrating sixty years of the Queen’s reign.[12] The flotilla took place one day after a similar event in London up the Thames. The festivities started officially with greetings from Gregory Butcher, founder of Ocean Village,[13] and Ros Astengo, event organiser of Ocean Village. The Gibraltar Port Authority addressed those assembled on the topic of safety, and made recommendations regarding precautions which ranged from sunscreen to the distance between vessels. The flotilla departed from the marina at midday, sailing from the western side of the runway, passing Europa Point, and returning after reaching the eastern side of the runway. Boats up to 70 metres (230 ft) participated in the flotilla. Small boats led the flotilla, followed by power boats over 9 metres (30 ft), and, finally, sailing vessels. The General Elliot, a Gibraltar Port Authority vessel, was at the head of the flotilla, and was supported by other official vessels.[12][14]Facilities[edit]Residential development on the marinaSunset as seen from the Marina main pier.
Ocean Village Marina and the adjacent Marina Bay together have 330 berths, with a draft of 4.5 metres (15 ft).[7] The marina can accommodate vessels up to 90 metres (300 ft) to 100 metres (330 ft) in length.[15] The marina now offers premier berths, the majority of which are between 18 metres (59 ft) and 25 metres (82 ft), although the largest can accommodate vessels up to 80 metres (260 ft) in length.[7] The Yacht Reporting Berth for Gibraltar closed in 2005 and customs clearance of vessels is now performed by the individual marinas.[16][17] Each berth at Ocean Village Marina offers utilities which include metered water and electricity, as well as access to satellite television, telephone, fax, and Wi-Fi. Other amenities include laundry and concierge services. Gasoline and diesel are available at the quayside.[18]
In addition to the marina, the Ocean Village resort features three residential towers, with blue glass balconies, that also have commercial space: Grand Ocean Plaza, Imperial Plaza, and Majestic Plaza. Construction of a new World Trade Center in Ocean Village was scheduled to begin in 2012.[5] The development has a variety of restaurants, bars, and retail outlets, as well as executive office space. Leisure Island, on reclaimed land, has a business centre and casino, among other facilities.[7]
Sheppard’s of Gibraltar, the former owner of the marina which was established in 1961, still has a presence there. The business provides support services for yacht owners from both their chandlery and shipyard departments. Their chandlery shop on the ground floor of Marina Court at Ocean Village has a variety of products for yacht equipment and maintenance. Their shipyard on Coaling Island near Queensway Quay Marina performs repair services such as engine rebuilds, rigging, welding, and painting. Sheppard’s attends to yachts at all three of Gibraltar’s marinas, and also has a 40-ton lift when haul-outs are needed. Brian and I had been to Choctaw so I felt like we had a good baseline for comparison. They are both OK casinos, so not the Vegas experience but still a fun weekend or overnight trip. Spa – the spa at Choctaw was very nice. I’d even go as far as to say it was comparable to a high end Vegas spa. There was a mineral pool that was co-ed so Brian and I could get in together, which was nice. It was only $8 to use the spa so we definitely went and utilized the steam room after a night of drinking. We did not use the spa at Winstar so it’s not fair that I weigh in. I did look on the website though and there aren’t any pictures which I find strange. Verdict: Not enough info to call, but I was definitely impressed with Choctaw’s.
Concerts – the Offspring/311 concert was the main reason why we visited Winstar and I’ll give them credit. They do seem to pull in some pretty decent acts. Our friend is a drummer in a pretty well know band and I think he got around $15K for his part in their show there. So based on that, the average payout for a show is probably around $120K. This is a pure guess based only on the information I have. We saw the Dwight Yoakam concert at Choctaw. They also have concerts but definitely not the caliber of performers as Winstar. Winstar’s space is also MUCH larger. I recommend paying extra for the VIP experience. The leg room is out of this world!!! Choctaw has a much smaller venue. So depending on what you like this could be a pro or a con since it’s more intimate. Verdict: Winstar wins.
Restaurants – both have plenty of choices including both high and low end. We ate at the high end 1832 Steakhouse at Choctaw and just ended up grabbing pizza at Winstar (it was delicious tho!). We tried to get a reservation at Kirby’s Prime Steakhouse at Winstar but we waited too long. So my only piece of advice is book early if you know you want to try their fine dining. Verdict: Winstar wins since they offer more options.
Casino – Winstar has the bigger casino BY FAR. In fact, it’s the biggest in the world. It was kind of too big if you ask me. Brian and Will played some late night poker and they said it literally took them 20 mins (not exaggerating) to walk from the main casino area to the poker area. WOW. But with a bigger casino comes more cigarette smoke. Winstar’s casino smelled very smoky which is a huge turn off to me. They need to up their air filtration game. Choctaw’s casino was much more intimate and cozy. It didn’t have the smoky odor either. Both have your typical casino games and both charge an ante per hand (I personally find that uber annoying). They also both do not offer free drinks with game play (also uber annoying). But at least at Choctaw they had waitresses that came around that you could order drinks from. We never saw any at Winstar.
So who is the winner? Well, it depends. What brings you to OK? Is is a nice pool/spa getaway? Then Choctaw would be your hands down winner. Is it a concert? Then Winstar would probably win. Is it gambling? Well, you’ll be happy at either. So it’s just kind of your preference. Both were really fun weekend getaways!

Pearl River Resort is a gaming resort located in Choctaw, Neshoba County, Mississippi. It is owned and operated by the federally recognized Mississippi Band of Choctaw Indians. The resort includes two casinos, Silver Star Hotel & Casino and Golden Moon Hotel & Casino; a Dancing Rabbit Inn near the casinos; Dancing Rabbit Golf Club, an award-winning golf course designed by Jerry Pate; Geyser Falls Water Theme Park; and a spa.[1]
These casinos are the only Native American gaming facilities in the state of Mississippi, as the Mississippi Choctaw are the only federally recognized tribe in the state. When approved for opening in 2000, these were the only casinos in the state approved for land-based structures. At the time, by state law other gaming activity was limited to riverboats or floating structures on the rivers or Gulf Coast. In the aftermath of extensive damage to waterfront gaming on the Gulf Coast from Hurricane Katrina in 2005, the state legislature changed some of its rules related to private gaming facilities.History[edit]
The first casino, Silver Star, opened in 1994 on tribal lands near Philadelphia, Mississippi. The tribe had the Golden Moon constructed directly across the road in 2002. Golden Moon features a curving hotel structure that rises to a globe-shaped top. The Mississippi Choctaw are the only federally recognized tribe in the state and thus the only tribe authorized to operate a gaming facility on its reservation lands.
In reaction to a downturn in the economy, in January 2009 Tribal Chief Beasley Denson announced that the Golden Moon would reduce its hours, to operate on Fridays, Saturdays and Sundays only. The tribe laid off 570 workers, none of whom was a tribal member.[2] In addition to the recession affecting its business, the facility had to compete with a new gaming facility in Alabama developed by the federally recognized Poarch Band of Creek Indians.
The Mississippi Choctaw invested some $71 million in renovations to the casino and hotel to increase its appeal. After reopening the Golden Moon in January 2015, the tribe said that it employed some 2400 to 3000 workers in total at its facilities, the majority of whom are tribal members. Businesses in the Philadelphia area may benefit from the presence of the Pearl River Resort and Casino, but no one benefits more from the casino than the Choctaw Tribe who reside on the reservation itself. With this benefit, local businesses are regulated under the tribe’s jurisdiction, causing friction.
Leverette Brown, the lead surveillance technician at the Pearl River Resort, has been working for the casino since it opened in July 1994.

According to Brown, prior to the casino coming to Philadelphia in 1994, the town suffered economic hardships.
“The casinos have helped us weather the financial difficulties,” Brown said.
According to a study conducted by Mississippi State University (MSU) in October 2002, the Pearl River Resort is responsible for over 14,000 permanent jobs in Mississippi, paying over $350 million in payroll annually.
The Choctaw tribe, who owns the casino and resort located on their reservation, has provided enough jobs for everyone that lives within their reservation, along with many jobs for those outside the reservation.
Local businesses that have been around before the casino’s opening have been able to keep their doors open due to the influx of tourism the casino has brought into Philadelphia, Miss. For instance, the local Walmart upgraded to a Super Walmart due to the increase of tourism, as well as permanent jobs. Along with local businesses thriving, new business chains have rooted themselves in the area to benefit from the local economy.
One business, in particular, while not located on the reservation, benefits from the reservation greatly. The McDonald’s of Philadelphia, located three miles from the Pearl River Resort is not under the jurisdiction of the tribe.
“We get a lot of business from the casino,” said Victor Isaac, general manager of the McDonald’s located in Philadelphia. “They bring in a lot of tourists which gives us a lot of business.”
Along with the business the casino brings McDonalds, the company decided to go into business with the Choctaws. According to an article written by John Porretto, “Other recent additions to Tribal enterprises have been the Choctaw Construction Enterprise, which produces plastic cutlery by injection molding for McDonald’s restaurant franchises in the eastern U.S.”
However, not all of the businesses have those same benefits. The Dollar General, located on the Choctaw property, is under the jurisdiction of the tribe.
Recently, the Dollar General is facing legal charges, and since they are located on the reservation, the case is seen through the Choctaw courts.
According to the Petition of Writ of Certiorari in the Supreme Court case of Dollar General Corporation vs. the Mississippi Band of Choctaw Indians, the decision is whether the tribe has jurisdiction over the employees of Dollar General. The Choctaw Indians were ruled in favor of, and the Dollar General has taken the case to the Supreme Court.
The appeal is still being considered in the Supreme Court as to whether the tribe has authority over the Dollar General store. The Dollar General manager in Choctaw refused to comment on the allegations.
Since the Choctaw reservation is considered a “sovereign nation,” the case first went through the Choctaw court system, which varies from a normal court system setting.
Being a “sovereign nation” also applies to taxes. The Choctaw reservation is tax exempt, and does not pay taxes to the Mississippi government, but rather to their own government.
According to Oxford Tax Assessor, Mike Lewis, the tribe is essentially a state within a state.
“The Choctaws have their own government, their own school system, their own healthcare,” Lewis said. “They don’t use the Mississippi government, so they don’t pay the government.”
According to the study by MSU, the resort accrues over $18 million in tax revenue annually.
Since the Choctaws have their own government, the money they have in taxes goes right back into their pockets. It’s a continuous cycle that benefits the tribe. The money they make goes back to helping their people, and the taxes they collect from their people, also goes back to helping their people.
“They have their own mill rate, so they set how much money they need.” Lewis said. “They collect money from all the houses, cars and mobile homes that live on their land.”
The Choctaw tribe is governmental and sovereign, but they also work within their own system, which some businesses see as unfair.
In the article written by Porretto, the previous Choctaw chief, Phillip Martin, recognizes the opposition with the tribe’s sovereignty.
“Some people complain that we don’t pay taxes, but they fail to acknowledge that we do not cost the state anything, either.” Martin said. “We are a huge financial benefit for Mississippi, and we don’t ask for anything in return.”
Starting from a life of unemployment and poverty, the Choctaw Tribe worked their way into creating a prosperous life for themselves and those in need around them.

The Choctaw Indian Reservation sits across 10 counties in east Mississippi on 35,000 acres of land. Living amongst eight reservation communities, consisting of Bogue Chitto, Bogue Homa, Conehatta, Crystal Ridge, Pearl River, Red Water, Standing Pine and Tucker, the Mississippi Band of Choctaw Indians consists of nearly 10,000 members.
During the 16th century, the Choctaw Indians were settled in the south-eastern region of the United States, which would later become Mississippi. However, following the defeat of the French in the French and Indian war, the land was taken and they were forced to resettle onto new land.
As the United States began growing, the federal government demanded more land resulting in the Choctaws having to negotiate over their land.
President Thomas Jefferson, implemented a military strategy forcing the government to seize all land bordering the Mississippi River for defensive purposes against France, Spain, and England.
In 1801, the Treaty of Fort Adams was signed in which the Choctaws surrendered 2,641,920 acres of land. This was the first of nine treaties between the United States and the Choctaws.
By 1830, more than 23 million acres were surrendered to the United States. Then in 1830, the Treaty of Dancing Rabbit Creek marked the final cession of and outlined the terms of Choctaw removal to the west. They became the first American Indian Tribe to be removed from their land by the government and was forced to relocate to what is now Oklahoma.
When the Treaty of Dancing Rabbit Creek was signed, there were over 19,000 Choctaws in Mississippi. Between 1831 and 1833, almost 13,000 Choctaws were removed to the West. Members of the Mississippi Band of Choctaw Indians are descendants of Choctaw individuals who refused to leave and relocate to Oklahoma.
Nevertheless, life has since changed over the past 150 years on the reservation. On July 1, 1994, the Pearl River Casino Resort opened its doors. Bringing in an average of $100 million a year, the casino has become a cash cow for the reservation.
Leverette Brown, the lead surveillance technician at the Pearl River Resort said, “When they first started they had a management group that opened itup for them, then they wound up buying out their own contract and operating it themselves.”
Brown is the lead technician for the casino properties and has been with them for 20 years.
“Employees were worried but it’s been a fairly smooth transition,” Brown said.

For the Choctaw tribe, they have worked hard for their position.
According to Misty Dreifuss, Public Information Specialist for the Choctaw tribe, the tribe was not federally recognized until 1945. Before that, the tribe suffered severe financial difficulties.
“Chief Phillip Martin brought a lot of industries to the reservation over the years,” Dreifuss said, “which brought us out of poverty.”
Dreifuss, who is a member of the Choctaw tribe as well, said that the tribe has almost at 10,000 members.

According to Kay Rowell, the Executive Director of Tourism for Neshoba County, between manufacturing jobs and the casino itself, Pearl River Resort is one of the biggest employers in the county.

First, I need to credit the idea behind this post to my son’s amazing fourth grade teacher. He figured it out first. I liked it so much as a parent that I stole it to use for our classroom.
The vast majority of the communication with parents at our school happens via email. Most teachers email their newsletters. Room parents plan parties through email and the administration sends out their information this way too. We are fortunate to be part of a community where we can be pretty confident that all of the parents have internet access on a regular basis. This works beautifully most of the time. I think parents are better informed and feel more connected to the school as a result of this electronic communication.
There is really only one time when doing things by email seems to bog us down, and that’s when it’s time to ask for parent volunteers. Another of the great things about our school is the way that the parents here are so generous with their time and money. People are quick to offer to lend a hand or send in donated supplies. I’ve seen sign up sheets for class parties fill up within hours because parents are so willing to help. Where it gets tricky is when an initial emailed request for help results in 25 “reply all” emails with parents offering their time and supplies. Again, it’s fabulous to be part of a group of such generous people, but scrolling through 25 emails to figure out whether or not the need for 30 plastic forks has been covered or not can try the patience of the best of us. This is why I was so thrilled when the last time my son’s teacher put out a call for donations, he created a shared Google document that allowed parents to sign up on a “live” sign up sheet. All of the parents could see the sign up sheet and as each parent added his or her contribution, that would be updated on every other parents’ sign up sheet. To see if someone had offered to bring in forks, I simply had to scroll down to the box next to “Forks” and see if there was a name by it. It worked so well as a parent that I used the system the next time our class was soliciting donations. It was equally easy to use on the teacher end of things.
Here’s how you can set up an online sign up sheet:
First you’ll need to sign into your Google account. Next, click on “Drive.” The screen you see will look something like this:
Next you’ll click on the orange “CREATE” button and select the type of document you want to create. A spreadsheet is often good for sign up lists, but you can create a regular document as well. I’m going to create a spreadsheet. Your sign up list doesn’t need to be particularly complicated. A two column sheet like the one I created is often good enough.
I created the list of needed items, and added my name so that parents would know where to sign up. There’s plenty of room to make this more fancy. Another, perhaps nicer looking option is to make a table using the “documents” rather than a spreadsheet. I’ve done it both ways and neither seemed too complicated for our parents to handle. One of the great things about using Google Drive is that it saves everything as you go, so there was no need to “save” this document to a specific place. What I did need to do though, was to “Share” this document. “Sharing” the document is the way that all of the parents in my class will be able to see it. To do this, click on the “Share” button in the upper right corner. When you do, the following box will pop up:

You can monitor the sign up sheet from your own Google account and see how well needs are being met. We sent out a second email with the link as a reminder to parents the day before we needed the items they had signed up for. **Quick note for anyone from my school who happens to be reading this: Copying and Pasting the link with our school’s main email system did not work for me. I had to paste the link into my gmail account and then forward that to our main email system.
Really, there are so many uses for this little trick. Even if all of your parents aren’t on email, all of your teachers probably are. You can use this technique with teachers to sign up for things too. A soccer coach could also do a snack sign up sheet this way. I’ve played around with a number of other computer sign up systems. There are several online. Google “Digital Sign Up Sheet” and you’ll get plenty of hits. What I like about using Google drive to do this, is the simplicity. No one has to sign in with their name and email address each time. I as the teacher don’t have to enter everyone’s email address. I simply make a document, share it with my intended recipients, and I’m done!
